The mixed-ownership reform represents a logical and inevitable strategic choice for the innovative development of industry-education integration and school-enterprise cooperation in vocational education in the new era. However, the implementation of mixed-ownership reform in China’s vocational education sector commenced relatively late and therefore warrants in-depth scholarly investigation. Domestic experts and scholars have analyzed and examined the policy foundations, functions and significance, operational modes, practical bottlenecks, and accumulated experiences of mixed-ownership reform. They have also explored this reform in China’s modern vocational education at the theoretical level and proposed strategies for promoting mixed-ownership reform in the new era. The findings suggest that governmental leadership serves as the fundamental guarantee, policy support constitutes the key condition, and the optimal pathway lies in constructing a city-level industry-education integration entity and an industry-level industry-education integration community, while establishing and improving interest coordination and activation mechanisms.
