Property Rights Challenges and Solutions in Industry‑Education Integration for Vocational Education

Abstract

Industry‑education integration in vocational education involves multiple property rights—economic, intellectual, and labor—characterised by diverse stakeholders, complex structures, and transactional fluidity. Current barriers include incomplete local legislation, ambiguous ownership, impaired functional integrity, and unbalanced management mechanisms. To address these, we propose a set of targeted countermeasures: issuing local policies to refine top‑level design, clarifying property rights structures to protect stakeholder interests, establishing a trading market for educational property rights to facilitate rational flows, and ensuring equal protection to enable value appreciation for non‑public property holders. These measures are designed to incentivise industrial participation and promote sustainable, high‑quality development of vocational education.
