This study explores the evolving landscape of English language instruction within the Public Authority for Applied Education and Training (PAAET) in Kuwait, focusing on the integration of e-learning technologies. By examining pedagogical strategies, institutional readiness, and technological adoption, the research highlights both the strengths and persistent challenges of English e- learning. Grounded in the Technology Acceptance Model (TAM) and Constructivist Learning Theory, it contextualizes local experiences within broader educational frameworks. While digital platforms have improved accessibility and flexibility, gaps in digital literacy, infrastructure, and culturally adapted content remain. The paper concludes with recommendations aimed at improving training, engagement, and content contextualization to enhance e-learning effectiveness in Kuwait’s public higher education system.
