University Talents in County Economy under the Perspective of “Two Precedents” Study on the Role and Mechanism of Development – A Case Study of Tonglu County, Zhejiang Province

Under the vision of “two first” (i.e. the advancement and establishment of exemplary zones for shared prosperity and building high-level innovative provinces), the current competition in various fields of society essentially boils down to the competition of talents. Especially for the county economy, the importance and role of talents in fostering the growth of the regional economy at the county level are becoming more and more prominent. Taking Tonglu County of Zhejiang Province for instance, this investigation deeply studies the contemporary scenario and limitations of talents in Tonglu university in promoting the economic development of Tonglu County from multiple aspects and multiple dimensions, and makes an in-depth analysis. On this basis, from the perspectives of talent retention, social service, integration of production, university and research, and urban image improvement, this paper combined with the strategic requirements of “two first”, put forward targeted countermeasures and suggestions, aiming at promoting the construction of the mechanism for university talents to play a role in county economic development, exploring the common characteristics of their promotion role, and empowering the high-quality economic development of Tonglu County. It provides useful reference for the construction of talent mechanism of other county economy.
